Relocating to the home of petiscos and perpetual sunshine is a dream for many, but there are some pointed edges to the post-Brexit world that have made the dream a little more complicated. Perhaps one of the most common traps that expats find themselves caught up in relates to the very straightforward process of importing one's own used items into the country.
If the necessary documentation isn't in order, the Portuguese tax authority (Autoridade Tributária e Aduaneira) may consider your 10-year-old dining table to be a brand new import, and you'll be hit with a whopping 23% VAT charge.
At Movers International, it is our goal to make sure that our clients pay not a single penny more than they have to by expertly guiding them through the process of obtaining the Certificado de Bagagem, or Baggage Certificate.
The Transfer of Residence Golden Rule
In order to avoid paying customs duties and VAT when moving furniture to Portugal, you must be able to demonstrate that you are relocating your habitual residence to Portugal. This is more than just providing a rental agreement; the Portuguese consulate must be able to verify that you have lived outside the EU for at least 12 consecutive months.
The Baggage Certificate is the golden ticket that verifies your status with the customs authorities. This is an official document that verifies your items are used, that you have owned them for at least six months, and that you are not reselling them. We have seen clients get caught out by the timing of this: you have a 12-month window from when you establish residency to claim this tax-free status. If you do not, your personal effects become taxable cargo.
The 2026 Documentation Checklist
The requirements for the Certificado de Bagagem have become increasingly digital and strict in 2026. When we handle your inventory, we help you prepare the specific triplicate list required by the consulates in London or Manchester. To secure your certificate, you will typically need:
● Proof of 12-Month UK Residency: Think utility bills, council tax statements, or P60s that show a consistent paper trail.
● The Inventory (in Portuguese): A detailed list of every box and piece of furniture. Customs officers in Lisbon or Leixões have little patience for vague descriptions; Kitchen items won't cut it, but Used kitchen utensils and small appliances will.
● Proof of Cancellation of UK Residency: This could be a P85 from HMRC or proof of closing your utility accounts.
Why Expert Coordination is Essential
The trap often snaps shut when there is a mismatch between your arrival and your furniture's arrival. In Portugal, your goods must usually arrive within six months of your move-in date. Because house removals to Portugal involve complex shipping schedules and potential customs inspections, we coordinate the timing of our trucks to align perfectly with your residency paperwork. We ensure that when our vehicle hits the border, the electronic pre-lodgement of your Baggage Certificate is already talking to the customs software, preventing your sofa from being held in a dusty warehouse while the tax clock ticks.
At Movers International, we believe your budget should be spent on your new life in Portugal, not on avoidable taxes. We provide the expertise to ensure your inventory is compliant and your certificates are in order before the wheels start turning.
